As product listings from AMD's official website AMD Ryzen 3 3300X and AMD Ryzen 3 3100 both processors are based on AMD's best performing Zen 2 core architecture based on 7 nm process technology which basically promises to deliver highest single -threaded as well as multi-threaded performance. They have also mentioned that the rate of instruction execution cycle is improved by 15%, which seems promising at least on paper.
This AMD Ryzen 3 processors are factory unlocked and can be tweaked according to personal performance likings. Although AMD's product warranty does not cover any damage causes due to over clocking the processor. Some enthusiast still wants to experiment with their processor that's why AMD suggests to use AMD's precision boost technology to maximize the processor performance.

With all that Zen 2 core architecture benefits like improved performance and efficiency it becomes the perfect companion for budget gamers. Also there is Ryzen Master tool offered by AMD in which you can use different performance profiles with different individual clock tweaks in order to achieve that perfect sweet spot of your liking it also offers integrated Vega graphics over clocking for AMD's APU.
Along with this processors lineup AMD also announced B550 motherboards which mainly focuses on bringing the PCIe 4.0 technology to the Masses.

The AMD's last 3000 series processors supports super fast PCIe 4.0 interface but only if you use X570 motherboards which are very heavy on pocket. The B550 motherboards are likely to replace mainstream B450 motherboard.
The B550 motherboards is same as that of B450 motherboard but having main changes like backward compatible AM4 socket but with support of faster PCIe 4.0 than 3.0, but the sad part is this B550 motherboards are not launching until june. Various brands will release there B550 motherboard with different models and features.
